Let's say someone gets really popular as an activist and starts winning people over on the question of Taiwan or Ukrainian independence. Then China says, "Look, you don't have to delete this person's account...you don't even have to delete their tweet, but make it have less engagement. Just deprioritize it a bit. Make the account a bit more invisible, or we won't import your cars." I'm not sure, but I can see someone like him being moved by that. Of course, that sort of thing would have to go through a development team that would keep it under wraps. But in the case of a team loyal to him, where that sort of behavior becomes invisible to people, there could be issues. It's not as if this hasn't happened before - When Blizzard hosts E-sports events, they defer to China's preferred name for Taiwanese players - saying they're from the Republic of China on all the labeling. Anyway, all speculation, though.
