ATLANTA (Reuters) - Georgia Governor Brian Kemp on Tuesday withdrew his emergency request for a court to stop enforcement of Atlanta’s requirement that faces masks be worn in all public places, while mediation over the state’s legal effort to block the mandate proceeds.Kemp sued Atlanta Mayor Keisha Lance Bottoms and the city two weeks ago to stop enforcement of the local mandate, aimed at slowing the spread of the coronavirus. The governor argued that the city lacks the authority to override his order encouraging but not requiring face coverings.In a statement, the Republican governor’s office said that the motion was withdrawn, “to continue productive, good faith negotiations with city officials and prepare for a future hearing on the merits of our legal position.”Mayor Bottoms, a Democrat, has said that she would continue to defy the governor’s orders, but hoped that the two sides could find a solution.Bottoms is one of a handful of Georgia mayors and other leaders who have enacted local mask orders in defiance of the governor.Kemp, one of the first governors to ease statewide stay-at-home orders and business closures, has suggested that mandating masks would be too restrictive.As Southern U.S. states have seen a spurt of new cases, Georgia has had more than 170,000 coronavirus cases and over 3,500 known fatalities.

RINTH, Miss. (WTVA) -- A new school year is now underway in Corinth, Mississippi, as the Corinth School District reopened its doors to teachers and students for in-person instruction on Monday.Students and teachers alike were excited to have their first day back in school after an extended summer vacation because of the coronavirus. The schools had been closed since March.Superintendent Lee Childress said although there were some minor negatives, as is to be expected with any school day, teachers and students had a great first day back. The day started with a parade.Though it may have sounded ironic a year ago, according to Childress, getting ready for the first day back at school was like Christmas Eve for some of the kids.“We have seen large numbers of students are showing up today,” Childress said. “It's something our community wanted. As you said, there’s an excitement in the air that we’re returning to school since it’s the first time since March.”According to parent Tara Williams, her kids have been excited to go back for a long time.“They are just excited to see people they haven’t seen in a while,” Williams said.Williams said she loves the steps the administration has taken to keep the kids safe. She said Childress gave consistent Facebook live chats while school was out to keep parents informed.Williams added those talks and safety measures have reassured her the kids are as safe as they can be. She also commented on masks.“I know masks has kind of gotten to be political or controversial, but I support it and It’s a fairly painless way to take away some of our risk,” Williams said.She is grateful the school district gives the choice for in-person learning or online learning. As far as safety, Childress said it remains top priority.“We’ve taken the precautions that have been recommended,” Childress said. “We have looked at everything that has been put out by the American Academy of Pediatrics, in addition to the CDC and our State Department of Health. We’re following those guidelines, along with other measures that we have put in place to do what we can to create the safest learning environment that we can.”Childress said each of the students received two masks and one lanyard. The lanyard goes around behind the student’s neck and clips onto either side of the mask, like a lanyard that may be on a pair of sunshades.He said the lanyard will keep students from having to lay their masks down and will help to keep them clean when students have to take them off.

Dr. Anthony Fauci, the top U.S. infectious diseases expert, told educators in a virtual town hall that when it comes to reopening school buildings for in-person instruction, there are still many unanswered questions about how the coronavirus is spread by children."As you try to get back to school, we're going to be learning about that," he said. "In many respects, unfortunately, though this may sound a little scary and harsh—I don't mean it to be that way—is that you're going to actually be part of the experiment of the learning curve of what we need to know. Remember, early on when we shut down the country as it were, the schools were shut down, so we don't know the full impact, we don't have the total database of knowing what there is to expect."His comment sparked some uproar on Twitter from teachers, who said they didn't sign up to be part of such an experiment. As the first day of school approaches, teachers are worried about their health and that of their families—and say there are still too many unanswered questions for them to feel safe.Earlier on Tuesday, AFT President Randi Weingarten had announced that the union would pursue various tactics, including lawsuits and strikes, to keep schools from reopening before educators feel it is safe. The AFT is in the middle of its biennial convention, held virtually this year due to the coronavirus pandemic.President Donald Trump has pushed for schools to resume in-person instruction this fall, although he said this week that schools in areas heavily affected by the coronavirus may have to delay their openings. It may not be feasible to test everybody for COVID-19 before they enter the school building, Fauci said. To reopen safely, schools will need personal protective equipment for students and staff, a way to identify infected individuals, and the ability to conduct contact tracing.The Centers for Disease Control and Prevention has recommended against in-school screenings for symptoms of COVID-19, saying that they won't catch asymptomatic cases and might flag other illnesses, like the common cold. It recommends that schools "strongly encourage" parents and guardians to monitor their children "for signs of infectious illness every day."What protective personal equipment should teachers be wearing?"There is not an absolute pristine, perfect answer to that question," Fauci said. But at minimum, teachers should wear a mask and something to protect their eyes, which are also susceptible areas for virus transmission. That could be goggles or face shields, he said. Teachers should "possibly" also wear gloves, he said, adding that washing hands frequently (or using hand sanitizer if there's not easy access to a sink) is just as effective. "Based on what we know now, should the teachers be dressing up in full PPE like someone who is an intensive care unit? I'd have to say the answer to that is no," he said, adding that the risk is relative for teachers since they don't know if they will be interacting with someone who has the coronavirus.It would be reasonable, but not essential, for teachers to wear something they can dispose or wash immediately after work, so they don't have to bring their clothes home, he said. Some teachers have been purchasing scrubs for this purpose.How can bus drivers protect themselves when students are boarding the bus?School bus drivers should definitely be wearing a mask, Fauci said. And since children will be closer than six feet to the bus driver when they board the school bus, they should already have a mask on, he said. "Since you're the first contact as they come on the bus, we would hope that there's a policy in your district that gives out masks and has the child have a mask on before they get onto the bus," he said. While President Trump on Tuesday touted improvements in the coronavirus pandemic in the hard-hit Sun Belt states, the Centers for Disease Control and Prevention warned that nine of the nation’s top 10 growing hot spots are in Florida and Texas, according to an internal government document obtained by Yahoo News.The CDC document, a daily update on the coronavirus, identifies counties that are “areas of concern,” because cases are “high and still growing.” Five of the top 10 counties on the list are in Florida, four in Texas and one in Louisiana.Most striking among those top 10 counties is Miami-Dade in Florida, which has had more than 40,000 new cases over the past two weeks, according to the document. The CDC did not immediately respond to a request for comment from Yahoo News about its rankings of hot spots.The document, which is not for public release, was circulated among government agencies on Tuesday, the same day that Trump in a press briefing declared the South was getting better.
