Asuka and the new girl with the glasses stopped aging so that they could conveniently stay fan-servicey teenage types.

Being exposed to the LCL stops aging in Shinji, Asuka, Rei, Mari and Kaworu. They haven't aged in 14 years.... the same time when End of Evangelion came out... jab at fans not growing up and moving on?
That would be legitimately brilliant. But:
It seems more likely that Gainax just wants to be able to make money off the same characters, have their branding consistent. Marvel had the same hang-up about their costumes and stuff in licensed merchandise before they figured out they could sell one Spider-Man doll, or Ice-Crawling Spider-Man, Stealth Thunder Spider-Man, Armor Storm Spider-Man, all on sale at the same time, taking up valuable shelf space from their competitors.
