I was listening to a This American Life that went into the quota system, actually. It seems to only affect metropolitan areas but it was really icky to hear about the things they would cite citizens for. The cop who got the information out was thrown into a mental institution at one point cus the head people in his precinct got wind of him trying to contact higher ups.

That's every day around these parts. Run from the police around here, and you'll end up with injuries that should put you in the hospital not the drunk tank. They're also a bunch of thieves.

I should have clarified. "Run from the police" also equals didn't consent to search.
And a couple semi-local sheriff's deputies made the mistake of trying to steal a roll of money off of a Hell's Angel they had arrested for possession. Big mistake, there were 100+ plus of them there the next day. They not only got the money back, they also got the pinky fingers of the two deputies in question. The two men are still police officers, sans pinkies.

At the height of the event in Montreal, gases and projectiles mixed with the over 300 people gathered to commemorate the 14th anniversary of the International Day Against Police Brutality.
Members of the black block, an infamous anarchist organization, stood at the centre of the event, with gas masks and sticks. They threw rocks and anything else they found on the ground.
At least one Montreal cop suffered an eye injury after having a rock hurled at him. Protesters also knocked out a GAP storefront window

(Roger Clement plead guilty in the case and was sentenced to four years in prison.)

Ironically, my jiu-jitsu instructor in college was an HA. Didn't realize he was a full member until joining the police and learning what the tattoos meant, etc. And I considered him a friend, though not a close one. Never saw him do anything illegal other than smoke weed. But damn did he hate police.
Since the HA is a criminal organization, most are assholes by default tho.
Couldn't go back there after joining the Force though. Only seen him once since then, a four second handshake at Toronto Airport. Thank God he was late for his flight, would have made for one hell of an awkward conversation. :lol

No, but since they are gang members who engage in widespread hard drug-smuggling, extortion, and murder, they tend to be assholes.

Biker gang members are mostly assholes, except for the HAs in the east end of Kentucky, because they only sell guns illegally, and throw great parties.

The 1999 Canadian Organized Crime report said that there were 214 full-fledged HA members and 35 prospects in Canada. A total of 249. (this was before their big expansion where they pushed rival gangs to the margins).
205 of them had criminal records.
So, you're right. Not every HA member is a criminal. Just 82 percent of them.
