I'm not sure what the more scary scenario is.

A) The FSB is actually doing this to escalate the war and increase public support like they did with the Moscow bombings in the 90's

B) Russia is worried that Kadyrov, Wagner, Girkin or some other rogue element of the Z-army might set off a 'dirty bomb' and the story is PR damage control to protect the regime in case it happens

C) Russia is trying to scare Ukraine into halting the Kherson offensive and they need something 'big' like a nuclear threat to cover up their retreat

D) Russia is trying to provoke NATO to fire the first shot but hopes they can shift the blame to Ukraine if that happens

Some dude from the Daily Telegraph said Russia was estimated to have over 400 cruise missiles before February 2022. They have fired around 200 of those so far. You do the math. With Western sanctions, Russia's ability to import the high tech components to manufacture new ones is severely limited, if not impossible.

Hence the purchase of Iranian drones...

As for equipment losses, that latter number is the independently, visually confirmed tanks. So it's likely that the number is higher than that, but of course it may not be as high as the one claimed by Ukraine.
