I should first off start by saying that as most of you know I am handicapped so I can't drive which means I have decided to move to the city (Tulsa, OK) so that I can go to college and have access to a lot more stuff. All my life I've been used to small town living so living in the city will sure be different but since I am not used to it I need some advice, such as:
What parts are the good safe parts that aren't the ghetto? Since I can't drive I'll be taking the bus/taxi/walk anywhere I need to go. But I want to minimize my chance of getting shot/stabbed/mugged etc. as well as not be in a place where I have to listen to 50 cent cranked all the way up 24/7. Oh, and I'll be bringing in some pretty high dollar electronic equipment so other than insurance what other measures should I take to protect my stuff?

Race and Ethnicity
American Indian, Eskimo, Aleut Population 5.70%
Asian 2.50%
Black Population 11.50%
Hawaiian or Pacific Islander Population 0.00%
Multi-Race Population 3.70%
Other Population 2.20%
White Population 74.40%
I think you'll be fine.

Oklahoma? I would be more concerned with Tornados than black people.

Pretty much.

Since you're handicapped, I actually figure you'll feel more comfortable and life will be a lot easier in the city. Cities are more equipped for handicapped peoples needs. :)

Well I'm not used to hanging around black people and I don't mean to sound racist (which I'm not) but in Tulsa the ghetto=black and I always get the feeling I'm going to get mugged or whatever when I'm around lots of black people.
-
You don't sound racist. You sound like you've lived in a small town your whole life. Also, I don't you're going to find much of "ghetto" in Tulsa. Just move to a white neighborhood if it's really a problem.
Protip: ghetto people don't generally steal from their own neighborhood

Well I just don't want to get an apt by some drug dealing party crazy person(s).

Unless you're living in the projects, that's not going to happen most likely. Even if you live in a black neighborhood, you'll most likely just live next to a single mother working 3 jobs.

What do you mean by living in the projects? And I applied for public housing, do you think it would be in the ghetto or should I try to find my own place?

public housing is the projects. the projects are ghetto as fuck. bail out. bail.out.

Tulsa seems pretty small from what I know (of course, most cities are small when you live near NYC), I think if you can't take a car you'd be better off in a city with a much better public transportation system, like NYC, DC or Boston. Of course, those places are expensive as hell, especially compared to Tulsa.

don't make eye contact with city folk. they see it as a sign of aggression

The city sux, but there are lots of good places to eat. Sushi.
