More than likely, no.
However, since RGG3 is a prequel, it makes it a lot easier to release in North America. Plus, I'm sure Sony will just about release ANYTHING that isn't pachinko or mahjong in North America right now.

After Yakuza bombed hard, Sega better try selling this as a new IP in the States, like Konami did with Lunar Knights.

The first Yakuza sold 50k copies in the U.S., which is why Sega has ignored the sequel. 360 is strictly popular in the U.S. and the U.K., so there's no use porting a game to a console where it can't sell in the countries it does well in.

Shane in todays 1up yours said it might be coming to north America only with subtitles and the reason it couldn't come sooner is because of Sony policy not to do that but their relaxing this rule now that ps2 needs games.
