basically it shows a session in the texas house of representatives (I'm sure this happens in every state but this was covered by a local news channel) and quite obviously, members that were there would reach around to other desks where members who didn't attend that day would sit (they might be on bathroom break, lunch, etc.) and enter a vote for them. sometimes across party lines.
and yes, this type of thing is obviously forbidden. the irony is that in the beginning of the video, one of the representatives is talking about how important it is to require drivers licenses to be shown when people go to vote and how people that vote twice should be punished and then a minute later you see her doing this.
