it is possible to be oof, but not wah; however, when you are wah, you are oof by definition and it is redundant to declare yourself as both. do not mail me and say you are oof and wah. just say you are wah, and i will assume you are oof. that is all.

can this be modeled as a foreign key constraint?

What if you were homeless, and living at your workplace? You could then be WAH, but not OOF!
Not that this happens much in MS, I'd imagine.

So I'm learning some cool stuff with Maya. I know basic texturing and lighting right now. Right now I'm getting better at adding effects and tweaking textures.

If oof and wah are tables then yeah. wah contains a FK field to oof that doesn't allow nulls.

oof means fuck if you're from hawaii (at least my wife tells me so). so next time you go on a vacation, tell a 6 foot samoan woman you'd like to oof her and see where that gets ya.
