Ok, well maybe not the first time.....but I bought the DVD when back when it was only on sale at DavidLynch.com, and only really watched it once. I'd forgotten most of the film.
But the local indie theater just did a midnight screening of what they advertised as a "new, restored 35mm print" and it was pretty awesome. I'm not sure if it was the print or an intentional act of the projectionist, but the volume was cranked to 11. That made it a totally intense, disturbing experience to have all the white noise and wailing and creaking at full volume. If there is a restored print making the rounds to theaters, I'd advise everyone to go have a look. I was kinda iffy on coughing up $10 to go see a movie I already paid $40-50 dollars for on DVD, but it was totally worth it.

I wonder how well the DVD would upscale. It sounds like they put a lot of effort into the mastering of that.

Yeah, the pre-release updates on Eraserhead DVD were pretty crazy. Apparently the whole project was scrapped at least one time, because Lynch did not like the contrast on the closing credits.
I haven't viewed the DVD on any high-end setups, but it looked pretty immaculate on my crappy set at the time. The print I saw tonight looked kind of well-worn (at least for something advertised as a brand new project), but I think the movie is a bit better if it is rough around the edges.

I almost watched it awhile ago but TVC and Himu convinced me not to. Now that I've seen Elephant Man am I more qualified to watch this?

No its at least 2 steps too freaky on the Lynch scale for you yet. Mullholland Drive and Blue Velvet are stepping stones that you need probably.

The DVD upscales pretty well. It looks damn good considering it's age. I wouldn't be surprised if there was a Blu-Ray or HD-DVD print later on down the road

Go ahead and watch it. If you have some weed, smoke it first. Don't expect to understand it.
