PR, publishers don't give a fuck about npd sales, they care about sell in. Reselling the games as new doesn't benefit anyone but Gamestop and idiot forumites. Exclusivity for a game also only helps Gamestop. So basically in your conception of a business model for this transaction Ubi is helping out Gamestop for excel data.
