the dude with the phone is Hitokage, and he's sayin' "hey Evilore, our paypal account is up to 83 dollars and 15 cents" in a really effeminate voice. The guy on the right with the pimpin' shades is Evilore, and he's lispin' "shut up, Hito, I'm trying to read this sign" while he struggles to move his tongue without spitting.
