I need something to replace Windows Image and Fax Viewer. It sucks and gifs are shown slow. I need something lightweight instead of it.

try this or irfan if you don't care about unicode support.

both are fast and lightweight though i don't have gif files to test them.

What does Unicode support offer? I already use Irfanview.

non English filenames, for example irfanview can't open images with a Chinese characters/name.
