Bystander effect/diffusing of responsibility. Contrary to what one may think, it's a very common 'normal' phenomenon/goup dynamic and is stronger the more people are present. Learned about this in my social psychology class. http://en.wikipedia.org/wiki/Bystander_effect

That is sad and all, but let's look at the root of the problem... THE GUY WAS WALKING INTO ONCOMING TRAFFIC!!! I hate these idiots that walk in their own little world in the middle of the street. Their lack of respect should land them in hospital or worse. Maybe getting hit by a car can wake these people out of their haze of idiocy.

people always say "you don't know what you'd do in the same situation," but i know for a fact i'd stop. i run after people who leave their lights on (usually to be told they turn off automatically)

The guy jay walks lollying across a two way street with traffic coming in one direction, a significant risk taken right there. He never looks back in the lane he is in not that's an issue here. He gets hit. Civilians call 911 as the police arrive 90 seconds after the incident and there are people standing in the street looking at him. There's nothing unusual here and certainly nothing that's front page worthy except for some careless dude that, like many others I witness on a day to day basis risks his life by jaywalking towards oncoming traffic.
I watched this again, this time with sound. The police chief says what's troubling is that no one came to his aid. What are the people standing around him supposed to do? If I were there I would call 911 and make sure no one runs over him is what the bystanders did. The cars passing by were supposed to stop? No. There were already people present on the scene.

Just watched the beginning of the video and this dude's not at fault, those two idiots were driving on the wrong side of the road FOR NO GOOD REASON!
