Dear my brother,
When a family member has just been diagnosed with a terminal illness, Twitter is not an appropriate mechanism for immediately sharing this information with the world. It's just so hard to eulogize someone in 140 characters, you know?

That wouldn't be appropriate to me either. But only because I know facebook statuses and twitter updates are normally only redundant drivel... and some would rather keep such matters private (even if only a while) before sharing with the world.
Having said that, the rate at which people seem to be abandoning text messages and emails for this crap, it probably is a fast way to disseminate information. Try not to be too hard on him. People cope and react in different ways. Your brother probably didn't know what to do and just did what I assume he often does for support and attention... he twittered.
Also, sorry to hear that you've had bad news :(
