i'd say it's more that kazuma is chaos and freedom, and the male need to dominate and destroy that which opposes it; whereas ryuhou is order and justice, and the male need to protect what is cherished through cold structure and militaristic obedience. neither can truly prevail, although spoiler (click to show/hide)
kazuma sorta does at the end -- his fist is briefly raised in pyrrhic triumph -- because the only thing that will stop the mainland's advance is not peace but endless battle. also, neither can really exist without the other, since ryuhou needs a threat to define him, and kazuma needs something to hit
the show does a surprisingly capable job of sustaining those themes and does the completely UN-ANIME thing of avoiding exposition on the matter entirely, letting ryuhou and kazuma's behaviors define the struggle
what the fuck, japan, don't you know that we can't understand what's going on without two preceding episodes of grunting and talking and powering up and flashbacks
the horrified but generally resigned attitudes of the womenfolk at the end do bring the lulz, too
