It seems that Comcast is officially raping me over with Sandvine. The funny thing about this is that lately I haven't even been seeding any large amounts of movies or music. Apparently you can't upload ~2gb of WoW PVP videos and porn (lol) within 48 hours via p2p without having Comcast take a massive shit on your bandwidth. The worst part about this is that instead of just affecting my p2p traffic it slows my browsing speed down to sub-56k levels of efficiency. I have to close out uTorrent and power cycle my modem/router just to get everything back to normal. Fuggin assholes :punch

The good news is the FCC has pretty much been demanding a return to protocol neutrality (http://arstechnica.com/news.ars/post/20080820-fcc-order-scolds-comcast-for-changing-story-on-p2p-blocking.html) but it remains to be seen how effective they will be. It's taken them (Comcast) a year to even admit that they are constricting p2p lol
Comcast acknowledged that "current P2P management is triggered... regardless of the level of overall network congestion... and regardless of the time of day."

I'm currently dealing with similar issues. Torrents will download at relatively fast speeds, but uploads are nonexistent. I'm fucked on any site that enforces ratios, because it takes me hours just to get 5-10 megs uploaded. I have been trying to find a way around it using a shell account and a SOCKS proxy, but so far it hasn't helped very much.
If I don't come up with something in a couple days I will probably just switch to AT&T.

try irc or usenet, much faster usually, more secure too
