Patently untrue. The only watchable old Doctors were 3 to 5. Maybe the new episodes don't reach the heights, but they also don't touch the depths.

Doctor Who isn't filmed or broadcast in HD, and probably won't be until Moffat takes over. Evidently the already cheap ass special effects would be too expensive if they filmed the show in HD.

Torchwood, however, debuted in HD because it uses less CG.

And Wall-E blu-ray is awesome. It comes with a digital copy.
