Basically what happens is this.
Whenever you zone in, or log into a zone, you will make a hidden roll.
Lets say a roll between 1-1000.
Now this roll will decide the amount of contribution you have whenever you capture a keep in that zone.
Lets say i roll a 1000, i can go to a keep, do absolutely nothing, maybe hit the hero 1x and I will get 1th on contribution. The same thing will happen with the 2nd keep in that zone, and the 3th keep etc.. as long as you dont log or zone out.
When you do relog, your roll will be made anew, and your contribution will change.
Today we captured about 20-25 keeps, and we tried it with different people in different ways. And we came to this conclusion.
This is also the reason why people seem "lucky" sometimes, because they win more golden bags in a run.
Just check it out for yourselves, check the contribution you make in keep 1 by going all out, and then compare it to your contribution in keep 2 by doing nothing. You will notice it will be exactly the same, or almost the same.
Try it in a different order too, do nothing at the first keep. Do you got a bad contribution, relog or zone out, and do nothing at the second keep. You will notice you will get a different contribution.
Etc...

Alot of people have tested and confirmed this now.
Also apparently people have confirmed after numerous tests that not only does your contribution stay the same for the Keeps in that zone, also all the pq's in that zone.

Basically Mythic was hyping up their Public Quest system that, according to them, rewards players based on their contribution to the quest.
If you run in and kill one mob in the quest; you get jack shit. But if you kill everything, you're supposed to get the best loot. This was apparently done by some super magical uber coding by the MMO gods who made the game.
The community in the game has discovered this is completely bullshit and is basically the Blast Processing of MMOs. Instead of using some special code to determine a specific player's contribution, every player is assigned a die roll as soon as they enter the PQ area and their reward is based on that and has no bearing at all with their contribution to the quest. Someone can do absolutely nothing at all in the quest and AFK the whole thing, and get the best reward based on the die roll that was assigned to them when they entered the area.

ah, so when people did a lot and didn't get awesome rewards, or did nothing and got good rewards, they just figured they were "lucky" on the weighting
and Mythic figured there were so many people participating that no one would ever sort all the maths out

My wife and I have pretty much verified this for keeps. Not sure about PvP PQs though, though the problem is that the PQs you REALLY want to win loot bags from are the ones from keeps.
It'll be a disaster trying to gear up your realm's A team with fortress or city capture PQ gear with the current system in place. Some level 33 who just wanted to come along for the ride might wind up with your tank's chest piece even though he only hit the fortress lord twice before dying to AE.
