Yeah, I believe it's meant for "OK".

In some places. In others it can mean "zero", with negative connotations.

What movie is it?

Audition (Japanese movie.)  He used it to mean "good job."  I guess I'll just say "he made a hand gesture indicating his approval." gotta stretch out everything since this is a long ass paper. :lol 

edit:
"In Japan it also means "zero" or "money".

oh.  well I guess he was saying "that chick is money" or "go for her zero, by which I mean her butthole" in the movie.
