There are tons of terrible shovelware or wii games or Sonic games out there, but I don't understand how a team sits down and purposely makes a bad game. I mean if your job is to make a game, don't you want to make something you are proud of if you spend so much time on it? How do games with horribly bad everything get made?

No one wants to make a bad game but some people do want easy money. It's lack of money, time and talent. Bad structure and organisation. Too much oversight, control and censure. Wanting to make a quick buck.

Publisher's fault, deadlines, etc
Poor developer management as well. Lots of factors

But like, you start out with a simple solid engine that works. Make a character walk 10 feet and jump. Then you just add and expand with as much time as you have for a deadline, right?
So many games are just completely broken at their core mechanics. It doesn't make sense.

Games don't really ever start from their core mechanics, unfortunately. Time restrictions, money restrictions, and publisher demands are the most common issues that keep games down.

same reason some directors make direct-to-dvd shithouses.
they have a job to make a product that they don't really care about.

Some people just aren't good at things.
There are bad books. Bad movies. Bad music. Bad websites. Bad food. Bad coffee. Why should games be different?

I was watching a video yesterday where the head of Epic games said they hired some guy who originally worked on a Barbie game, so I'm assuming it's to at least get in the industry and work your way up.

The same way you can make a bad meal.

not in the industry but I suspect there's a lot of "we'll fix the X later" then when time comes to fix the X it turns out the problems go deeper than they realized

1- Budget
2- People who aren't smart or creative at all, you would be awe struck if you heard some of these directors speak
3- When stupid people run a joint, the people working on it hate it, which means less quality of work

Unfortunately not everyone who works on games is passionate about games. To a lot of people it's just a job :(
