This is a game based on the Major anime, so I wouldn't think this is a glitch. If you aren't familiar with Major, it's a baseball anime/manga that involves a people dying from dead balls and people throwing tornadoes (tornadoes, goddamn!). Also, at one point the main character, Goro, broke the catcher's hand with a fast ball. Oh, and he only pitches fast balls to challenge the batter. And in the most recent episode he hurt his hand and only could throw straight balls down the middle, and because he gave up ball control here, he was able to pitch 100+ mph balls like it was nothing.

the thing is - as far as anime is concerned - i don't think any of those are seen as humourous or wacky. It's just crazy waaaaaa-fu yo!
yeah, most of it is because the budget for this game was probably incredibly small. It's one of the most low budget anime I've ever seen, so it's not surprising.
