Because Japanese developers look at everything starting from a perspective of "how will this sell here in Japan" and as few Japanese people own PS3s, even less own 360s. It's ridiculous.

It might come out on whatever the hell Nintendo's online market is, or it might already be out. I don't own a Wii.

Since most of the attention towards Harvest Moon is directed towards the HM games released on Nintendo, I could see why they would not make a PSN version, and especially not a XBLA version.
