Yeah, that pretty much has to be Jack frost from Raidou 2. It's great news, from what I've heard Raidou 2 is a good bit better than the first one, which I wasn't a big fan of.

why would it be a psp? the game is on the ps2

maybe they just drew it wrong.

looking at how rough the rest of the image is, that may not be far off either

Do you have any impressions anywhere of the 2nd? I really -wanted- to like the first one, but alas, no go.
