Basic sum up:

Guy buys building, spends ton of money renovating. Opens a bait and tackle store. Hires artist to paint mural of fish on outside wall. City says its against code. Fines man for not following code. Man pays fines. City says you gotta take mural down. City says each day its up they will fine him $130. Man says no and puts up a copy of First Amendment over mural. City says it will fine him $500 a day for having First Amendment up. ACLU comes to man's aid. As do many people around the country.
