I was going to say that it's a strange song from a bunch of Canucks, but I guess the drummer, who's singing the song, is from Arkansas.

IIRC, the song was entirely written by Robbie Robertson, though Levon Helm's voice definitely lends it an air of authenticity.
What a curious case Robbie Robertson was though, he wrote several of what I'd consider to be the best songs of all time within several years and then *POOF* - his muse compeletly leaves him.

Having just recently discovered this band, I'm just constantly amazed at this of their third album, The Red Album.
The whole thing just reminds me of the creativity which flourished in the 90s Grunge/Sludge scene.
