Title: Europa gonna have a president! edit: Europa has a new president

being ruled by a monarch, this is gonna be my first president! :omg I feel so excited, never had a president before

most likely candidates are
either a dutch guy (prime minister)

if we get blair, it'd be a little like going back to the bush area and it'd be rediculous to have a fucking britain as a president. Not a founding country, that's fairly anti-eu, doesn't even have the euro and a shitton of opt-outs in a lot of EU legislation, fuck em. But he's being considered because he'd give some power to this new position.

Balkenende is being considered for the opposite reason, because he's boring and unambitious, so the countries could walk over him.  :-\

He's from the christian democratic party (but that doesn't carry the fundamentalist connotations as it would in the USA)

The President of the European Council is a position in the European Union (EU) that chairs the European Council. Formerly an unofficial low-key position (also referred to as the President-in-Office), it rotated between member states every six months. Under the Treaty of Lisbon, this rotating system is replaced by a permanent post. Following ratification of the treaty by the Czech Republic on 3 November 2009, the last of the 27 member states to do so, the first permanent President of the European Council will be appointed and is expected to take office on 1 January 2010, when the term of the current holder expires, as written in the Treaties.[1]
Parts of the media have touted the post as the "President of the European Union".[2] The president is not granted any formal power, but he would "chair and drive forward the work of the European Council" and take part in the representation of the common foreign policy of the EU on the world stage.[3] It is unclear what practical relationship the post would have with other major posts, but the influence and role of the new post are likely to be shaped by the persona of the inaugural President.

The President's work would be largely administrative in coordinating the work of the European Council and organising the meeting, in contrast to holding executive powers. He would represent the body within the Union reporting to the European Parliament after each meeting, as well as representing the Union in foreign policy alongside the High Representative.[7] However there is considerable overlap between the roles of the President, the Commission President and the High Representative, notably in foreign policy, leaving uncertainty about how much influence the President would actually have. There is further concern over whether the President would have sufficient personnel and resources to fulfil the duties of the post effectively and that, in lacking a ministry, the President might become a "play ball" between EU leaders.[10]


Basically it's to give more coherence and longer-term thinking to chairing the EU council, where it used to be chaired by 6monthly rotating member-state system.
I guess president will  be given more and more powers as time goes on and Europe unifies more and more.

I guess? He will be president of the European council and probably be able to define the agenda. Seeing as the European council is the motor of EU integration, the position is dubbed as President of the EU.

The European Council isn't an official institution of the EU, although it is mentioned in the treaties as a body which "shall provide the Union with the necessary impetus for its development". Essentially it defines the EU's policy agenda and has thus been considered to be the motor of European integration. It does this without any formal powers, only the influence it has being composed of national leaders.[1][4] Beyond the need to provide "impetus", the Council has developed further roles; to "settle issues outstanding from discussions at a lower level", to lead in foreign policy - acting externally as a "collective Head of State", "formal ratification of important documents" and "involvement in the negotiation of the treaty changes".[5][6]
Since the body is composed of national leaders, it brings together the executive power of the member states, having a great deal of influence outside the European Community: for example over foreign policy and police & justice. It also exercises the more executive powers of the Council of the European Union (the European Council could be described as a configuration of that body) such as the appointment of the President of the European Commission. Hence with powers over the supranational executive of the EU, in addition to its other powers, the European Council has been described by some as the Union's "supreme political authority".[2][5][6]
However, the body has been criticised by some for a lack of leadership, in part stemming from the weak structure of the body, meeting only 4 times a year for 2 days with no staff and no legislative decisions made.[8]
