Title: How do I meet nice web designers?

1. Is it customary for the designer or the developer to make the first move?

2. Is it unspeakably rude to ask a designer to collaborate on a project off the bat?  Is there an elaborate courtship ritual that specifies a series of incremental escalations leading up to the big moment?

You can try local art schools.  They usually have portfolio shows open to the public every quarter.  It's a good chance to check out...

1. recently graduated students that already have their portfolio for you to review at their booths
2. network with alumni that have experience in the field who are visiting friends that are graduating
3. network with industry professionals that are also there to scope out the newbies

Plus you get to actually chat with these people and get a feel for what they're about.  Admission is generally free and you get free food.
