Um i would definitely have to say the psp at this point since the 3ds is 1 year away tops.  It is distinguished mentally-challenged to buy a DSi XL at this point but getting a second hand DS lite would be ok for the short term.

What are the best PSP games? I've owned like 6 in the past but all I ended up playing was Parappa and Gitaroo Man and DJ Max hours on end.

I'm a bad person to ask for games since i pretty much only play rpg's.  But i tell you stay away from Monster Hunter Freedom Unite.  SINGLE MOST HORRID CONTROL SCHEME I HAVE USED IN AGES.

I'd say wait for E3.  Chances of the PSP2 or 3DS releasing soon are slim, but at least they should give you an idea of when to expect them, if they're announced.  Worst case is you end up waiting about a week.

Ignoring any future hardware, it depends on the types of games you want.  They have really different styles of games.  Sorry for a vague response.

uh... anyway... i own both,both have their decent games altough the ds probably get the most love from publishers
