First create a new live account, using the sign in page on www.xbox.com from there you can create a new Gamertag by putting in a fresh email address. Make sure you select Taiwan as the region and put in junk for the address.
Then on your Xbox console change region to Taiwan and the language to Chinese (its the funky language on the bottom) it will ask if you want to use simplified or not just select either.
Press the guide button and go to the option right above the bottom most option. Select it and it will ask if you want to recover gamertag press A and then enter the gamertag you created earlier. It will then ask you for Email and Password which you provided earlier. After entering it will run you through the TOS just make sure the top most option is selected. You might have to do this twice. Then it will download the gamertag to your console.
You'll select a avatar then go to the main menu. from here go to the controller and press A. Find arcade and select it and PvZ select first option. There you go once it downloads your Xbox will now have full access to Plants Vs Zombies for free!

if you have multiple consoles like I do you have to have multiple accounts to activate the game on separate consoles.
Xbox 1 Gamertag 1 unlocks it for Gamertag 2 on Xbox 1. But if you use Gamertag 1 on Xbox 2 you have to us Xbox Live to play your games since you activated them on Xbox 1.

When you download something on XBL, it is "registered" to that console. Meaning you can play it offline. If you try to do it on another cnsole, you have to be on XBL to play it.
