Yes it is, but streets of rage remake isn't limited by the Beats of Rage engine.

I don't think it's that great either but it's free. In my opinion at least worth checking out.

I was about to say "It's GOLDEN AXE, so of course it is worth checking out!" and then I remembered that recent remake. The one that Ion Storm douche contributed to... the one who was going to make me his bitch? Wossisname. Damnit. Anyway, I remember his addition was to "add more rape." And it tanked. Apparently rape doesn't make games better. Or rape, alone, isn't enough to sell a game.
