Title: A moderate game development kit/studio program?

My bro-in-law wants to try his hand at making a modern mutant league sort of game and wants me to help, so I was suggesting some free kits to use for game making, but Unreal Engine 3 is more than he needs.

Anyone know a good, free game editor that probably clocks in around DX9 level stuff?

Unity's good +1

UDK is good but it may be way too much for what you want to do.
