Most likely it's just a small subsection of a small subsection of people and the label has been sloppily applied to all of Japan as always. It's more fun this way so I just roll with it.

It's pretty uncommon, at least to see. Japanese women think freckles are hideous, so they will layer foundation on to hide them. I think they're adorable.
