This game came out at a bad time, it was great. Or maybe I'm thinking of the Midway one. Still good fun.

Are the JC2 packs worth it?

Or should I just be looking for a Platinum Hits version of JC2 with DLC included on disc? Looks like there isn't one...

Just Cause packs are only different weapons. Not worth it at all.

yeah plus just an extra vehicle or two. There are a couple of free DLC vehicles which help with an achievement so just get those.
