The draw for the Olympic soccer tournament was held Tuesday in London, and the United States and Japan are two of the three seeded teams on the women’s side. If form holds, they will meet in the gold medal game on Aug. 9 at Wembley Stadium.
To get there, however, the United States must first navigate the group stage, which for the Americans begins with a difficult match against France in Glasgow on July 25 — two days before the opening ceremony.

In fact in your own example with a 0:0 draw between Spain and Croatia the rules would have been to the disadvantage of spain who scored the most goals in the group but who would have finished behind Italy.
