Title: do you have to play borderlands 1 in order to fully enjoy the sequel?

The first Borderlands wasn't great and there is no reason to play it at all.

No, story was very thin in BL1... just references here and there.

Nice!  I'm low on allocated funds for games at the moment so I'll probably buy it in a few weeks.  Steam is so dangerous sometimes though, I'm very tempted just to say fuck it

Just kinda flop through character wikis at the least. The returning chars will mean nothing to you unless you know who they are but you dont necessarily need that to enjoy the game.

Or just youtube the intro to Borderlands 1. It sums up the original characters as well as the rest of the game does with its thin characterization.

They are similar enough that playing both will feel like a grind.
