From what I know of Luke Cage (and the rest of Heroes For Hire), he mostly dealt with street crime, which is a better fit for a TV series. I just hope he's a recurring character that SHIELD deals with regularly, rather than having him be a full fledged member, because that would seem contrary to his character to me.

But SHIELD is supposed to be above street-level crime. And Luke Cage has been (was) in the Avengers for the last eight or so years.
If they do go that route, it's too bad that villains like Bullseye have already appeared in other Marvel flicks.

Marvel has the rights back to Daredevil (which includes Bullseye and the Kingpin), Punisher, Blade, and Ghost Rider. So Bullseye can show up, and I wouldn't be surprised if they at least used Matt Murdock at some point.

Honestly, we were looking for this part, and we just said, look, all our parts are open to all diversity. So the fact that we have a black dude who is awesome and it's J, was just because he was the best actor. It wasn’t like, “You know who…!”
Marvel has the rights back to Daredevil (which includes Bullseye and the Kingpin), Punisher, Blade, and Ghost Rider. So Bullseye can show up, and I wouldn't be surprised if they at least used Matt Murdock at some point.
AFAIK, Marvel owns the TV rights to 100% of their characters. So there's nothing legally stopping them from introducing their own versions of Spider-Man, Wolverine, or the Fantastic Four on this show, though that's very unlikely to actually happen for obvious reasons.
