It's quite common for characters to turn up in strange places in movies/tv etc. as sometimes they just need to be there for the story device the writer had planned. They may explain what Beast was up to - but I'm not holding my breath.
Actually, yeah why was he there? Was he partaking in hookers in the side also? Maybe he was looking for Beauty and he found a rumor trail leading there, she was leaving the apartments at nights on the reg so it's logical that Beast was aware/suspicious. There are a few plausible explanations tbh

When Snow was giving the eulogy, I gestured to her and she blew me off. I then interrupted her and told her to get the hell over here and talked to me, which pissed her off. But Bigby, to me, seems like the sort of guy who would be polite exactly one time before losing his temper and just doing what needs to be done.

I imprisoned the Crooked Man. But what was that stuff with Nerissa at the end? It played out like some sort of revelation, but I didn't understand what Bigby was thinking about.

Georgie being the killer. I figured the hired killer would be someone more menacing. I see how it ties back into the ribbons and the girl, and whatever Narissa/Faith was up to. But Georgie being the killer is sort of a let down. He didn't come off as that type of persona. Dee, Dumb, Crooked Man, or Mary would have felt better. Mary is like your prime physical rival, but there's no reason to it other than the Crooked Man's orders.
I guess you could say there was some playfulness in that. The beheadings come off as a very vicious type of killing. You have the lingering image of the axe through the story. You have tons of violence from Bluebeard, Dee, Dumb, Jersey Devil, Grendel and such. Mary is a part of the violence, but its not brutal until the end. This feeds into Bigby's ferocious wolf-nature. However, the beheadings are done by the untying of a ribbon. Making the killings a gentile yet gruesome act.
