Deus Ex Universe is a transmedia gobbledygook thing and the first step is a new Deus Ex game for PC and Next Gen consoles.  All they're announcing is that it exists, for people who thought there wouldn't be a sequel, and it's early in production.  That concept art is from that new game and it doesn't look wildly different from Deus Ex HR and possibly that same time frame (before Deus Ex 1).

I don't really get how the grand Deus Ex Universe plan is different than what they've already been doing by linking Human Revolution with the iOS game, books, and comics.  There were rumors of an MMO/Online-centered game.  But I guess SE is banking on Deus Ex for the foreseeable future, for better or worse.

Yeah, I couldn't possibly care any less about all this transmedia, interconnectedness nonsense.

But if they're making a new, mainline Dues Ex, that's fine by me.
