It's probably either one of the following or both...
1. The amount of talent on the team and how well they played in 2011 and 2012.
and/or
2. The fact that it encompasses a whole (huge) state in their brand. Not just Houston. They're branded to be supported by all Texans. Texans love football.

They're one of the iconic NFL franchises, in a huge market, and one of the most popular teams in the country. That alone guarantees them a spot in the top ten. Plus now they have a "great" player who increases their popularity (RG3).

The Redskins have always been worth more than anyone except the Cowboys. I remember reading about ten years ago the exact reason for that. I'll see if I can dig it up.

The Redskins are a very old team (roughly the equivalent of being one of the NHL's Original Six). The Redskins became the de facto professional team of the South, partly because of location (all the other teams were more to the north on the east coast, in the industrial midwest, or a bit later in California) and partly because the team's owner was a southerner who aggressively marketed them to southern fans. He owned a bunch of local TV and radio stations which showed the Redskins well before NFL games were inescapable on TV, sort of a proto-RSN, and had the team play exhibition games in southern states in the offseason.
Plus the team was generally relevant in the 70's and 80's as the NFL exploded, while the relative newbie Atlanta Hawks were terrible, and Carolina didn't get a team until the 90's, so that helps.
So while the DC area has a deserved reputation for being a lousy sports market, which lost baseball twice and is thought to have too many itinerant residents to support any real loyalty to the local teams, the Redskins are an insanely big deal here.

But they're not that far from the cowboys and when most texans dickride a football team it's them. I've never really seen many texans outside Houston wear texans jerseys but you could be right.

One hockey team on that list, and unlike most of the teams on the list, they're a gigantic failure of the team with nothing but decades of losing behind them.
Kind of surprised the Habs couldn't squeeze in there, but Quebec isn't Ontario.
Also (imo) they don't really market themselves very well to anglophones.

Considering that TV money and merchandising are split evenly, the Texans were probably doing way better with stadium revenue (not just tickets but luxury boxes, club seats, parking, concessions, etc.) and local marketing/sponsorship stuff. I'd expect the 49ers to even it out once they're in the new stadium.
That or it's a conspiracy perpetrated by the nefarious David Stern.
