Looks like the Sleeping Dogs' Hong Kong is being ported to PC (along with SD's upcoming PC version), and an crime/turf-based MMO is being draped from it. It's also F2P.

Looks cool, let me fill my feminist quota by saying that I hope I can make a lady triad and smuggle male prostitutes into Hong Kong 8)

How are they going to have enough land for everyone to have their own turf?

It's broken down into very small units; your first takeover territory is the beer-snacks stand in the Family Mart. Later, you make a move on the yogurt aisle.

So glad they are making this instead of, you know, Sleeping Dogs 2.

They're probably in a pickle about Sleeping Dogs. Though it sold well, that game had a troubled history and likely didn't make its development budget back. It also likely has a right-of-first-refusal with Square-Enix on publishing and distribution of any actual sequel. This solution avoids requiring going through S-E for approvals and feedback.

Whereas the chance of this taking off and making them tons of money is pretty low I'd assume?  And if it doesn't it could mean another studio closing down.

At first SD bombed, but then on PC and word of mouth it really picked up in sales and S-E was pretty adamant that they considered SD a successful series that they planned to continue with as one of their core titles.  Just seems like the most sense would have been making an iterative sequel using the same engine, a lot of the same assets and creating a new city, new story, upgraded combat mechanics.  Nobody needed them to change the face of gaming with SD2, it could've just been a "Let's take what we learned from SD and do SD but even better!"

Maybe they're still making a SD2 in secret while doing this, who knows.  Would be a nice surprise.

Game’s in closed beta, which I missed the announce for, somehow. Not that my PC could run it.

If anyone is interested, Google did remove the third party calling support, but they added telephony to their iOS Google Hangouts app, so that's cool.
