Looks like Yuji Horii wasn't supposed to announce it quite yet, but let it slip.  An English localization announcement is surely imminent.

I probably know more French than Japanese so that's cool. Is there a region free solution for the 3DS yet?

Dragon Quest fans we got this. This game and this announcement and the community have restored my faith in gaming despite the awfulness surrounding it.
