The second example is a sentence fragment, that's why it seems off to you. It can be fashioned into a complete thought as demonstrated in this thread, but that's a very low hurdle to leap in English.

i don't know much about this stuff but i'd guess at least some parts of whales are probably pretty decent hangout spots for at least some kinds of bacteria?
