um.....is it weird in the midwest to have tattoos because you see body art this extreme all the time in California so they definitely aren't taboo for getting a job. From higher end clothing store clerks to graduate research students.
If you're in a "young" person industry, you'll mostly be fine even if it gets to that extreme. I imagine if you worked in a hospital or somewhere around super old people then it's a different story so I'm going to assume AiA is just working around some old money baron types all day who are finicky about everything.

For banks, law firms, sales, government, religious organizations, mainstream retail, sure, it might be a problem.

Well, like I said, there are plenty of professions where there's no sales or face-to-face contact with customers involved, and a lot of jobs available in those professions.

Actually yes a lot the creative firms(fashion, mobile tech, other trendy things) typically have people that fit this look. On a smaller level there's then the little cafes, record stores, alt fashion, and trendy stores ect. Go around the city's(Chicago) places were 20-35 peeps shop and eat and you'll find plenty of places with people like this working.
But these kind of jobs are super limited and you actually have to be attractive.
Of course I am a 20 something in Chicago and I go to an art school filled with hear kinds of people with internships at places that target these kinds of people. So....

I work with start ups all the time and haven't seen anyone close to this chick. The closest one was a guy wearing ripped black pantyhose and a nose ring. And I've never seen anyone close to that in any kind of executive or leadership capacity. I actually can't think of any company that we do business with that would have someone that looks like this in their employ and we do a lot of start ups.

In general I'm pretty sure people that gets tatooes in the face aren't interested in a classic job in the corporate world and willing to take less payed jobs (admittedly that might change a few years later but getting tatooed ain't the only way to block yourself from well payed jobs...). But in general open displays of tatooes is getting more and more accepted socially. You'll see web developers/designers, people in social jobs, people in art& fashion or even physician's assistants with open display of tatooes over here.
