I currently have a Powercolor RX480 plugged into my laptop and I'm trying to come up with a fancy way to mount the GPU to the underside of my desk. Are modern graphics cards intended to be used within an enclosure that has alternative sources of airflow to suck away hot air, or will it be safe to simply leave the card exposed in open air with only the stock fan on the card responsible for moving air away? I have a generic ikea flat table top with legs, so it's going to be exposed to ambient air from every side.

It'll run cooler in open air than than it would inside a case. You'll hear it a lot better, though.
