Title: Did Needle-Nose Ned the Head actually know Phil?

In Groundhog's Day, did Ned Ryerson actually know Phil when they were in high school, or was he just a really knowledgeable insurance salesman who saw the opportunity?

He had amnesia so bad he accidentally killed his wife in Memento so I don't think he's "really knowledgable" about anything.

Oh wow it is the same actor.  Turns out I didn't remember Sammy Jankis.
