I liked The Man from Reno.

Mullholland Drive and Lost Highway are maybe obvious choices?

I don't know why it came immediately to mind because it's not a conventional noir film, but did you ever see Mud starring Matthew McConaughey? It's a southern style noir film and truly excellent.
