Because shes under age. So just like you put a paper bag over the head of an ugly girl so that you can do the deed, you put a paper bag over the body of a hot underage girl so you don't do the deed then go to jail.

and actually its a trick picture for the above perpose. Us Canadians see her in this very tinny pink, backless dress.
