If your looking for something cheap and have used a Mac before (also have a working Monitor)...I would go with a Mac Mini.

Technically speaking, yes.
Mac's are kinda weird. No right clicking!
I right click all the time! It's not like the OS isn't built with right clicking support or USB mouse support.

No it's not. You either right click, or control click. Or in the case of pictures you just drag them from the website to a folder.
If you're not a PC gamer then the choice comes down to your price range, and preference of operating system. Using 10 year old crap like right licking as a determining factor is silly and ignorant. As a computer science major and someone in an operating systems class I say both Windows XP and OS X are good operating systems with their own unique design flaws and decisions. It all comes down to style and usage habits.
Also a Mac has and always will be a PC. It's a personal computer, its a pc. The CPUs are even the same now, hey we can compare ISA in a meaningful way finally!

I still contend that it is a pain in the ass having to drag and drop pictures, especially when your directory is several folders deep.

So control click. Or plug in a 2 button mouse.
