I don't wanna do anything fancy, I just wanna cut out a small part of a certain vid so that it can be it's own little video. Or something like that.

windows movie maker works well enough and you probably already have it.

virtualdubmod
open the video, hold select (which skips keyframes) and drag the bar at the bottom to the start point you want and press the home button(on your keyboard) then drag the bar to your end point and press the end button (also on your keyboard)
file >save as and your done
dont forget to change the compression settings first to a codec of your choice however.

I remember messing around with that when I first got my computer and it always compressed everything. I don't want that.

It works with some files, not with others. For the ones that don't work, it says:
Couldn't locate decompressor for format 'H264' (unknown).
VirtualDub requires a Video for Windows (VFW) compatible codec to
decompress video. DirectShow codecs, such as those used by Windows Media
Player, are not suitable. Only 'Direct stream copy' is available for this
video.
